In December 2021 the Joint Parliamentary Committee Report on the Personal Data Protection Bill, 2019 recommended inclusion of non-personal data within the framework of the Bill itself. The aim was to have a comprehensive legislation regulating data in the Indian economy. The article critically analyses this inclusion of non personal data within the ambit of the legislation and highlights issues such as ambiguous definition of non personal data, risks of de-anonymisation, among other things. The article also provides recommendations for better governance of non-personal data.
