Comments on the draft Telecommunications (Telecom Cyber Security) Rules, 2024

On 28 August, 2024, the Department of Telecommunications released the draft Telecommunications (Telecom Cyber Security) Rules, 2024 (“Rules”) . The Rules have introduced new regulations to enhance the cybersecurity framework for telecommunications in India. The rules expand the government’s powers to collect, share, and analyze data to ensure cybersecurity. They also impose greater obligations on telecom entities and emphasize rapid response, continuous monitoring, and collaboration between telecom entities and the government. However, the Rules also raise several concerns regarding privacy implications and extensive government outreach.
