Comments on the Draft Amendments to the Telecommunications (Telecom Cyber Security) Rules, 2025

The Ministry of Communications’ draft amendments to the Telecommunications (Telecom Cyber Security) Rules, 2025, notified on 24 June 2025, represent a pivotal attempt to fortify cybersecurity within India’s telecom sector. SFLC.in commends the Ministry’s initiative to address the escalating threats of cybercrime and identity theft. These amendments are particularly timely given the increasing reliance on digital infrastructure for communication, financial transactions, and service delivery. In line with the Pre-Legislative Consultation Policy, we appreciate the opportunity to provide comprehensive feedback and offer recommendations to ensure that these rules foster a secure, transparent, and equitable digital ecosystem.

The Introduction of mechanisms such as the Mobile Number Validation (MNV) Platform and expanded government powers necessitates a careful balance between security imperatives and the protection of fundamental rights.
